    Kevin Keane, executive vice president for Dallas-based Lincoln Property Co., the developer and owner of the complex, said the company sees an asset benefiting from a major influx of new development nearby and expects it will draw great interest despite, and in some ways because of, the down economy.

    "We'd like to test the market and see what it would bring because it's in an irreplaceable location," Keane said. "It was the right product at the right time to develop. Now, it is the right product at the right time to market."

    The irreplaceable location of which Keane speaks is a swath of the North Shore the complex helped to rebrand that is across the river from the David L. Lawrence Convention Center and within walking distance of the Golden Triangle, the Cultural District, PNC Park, Heinz Field and the new Rivers Casino. It's also close to most of the region's intersecting highways.

    Given the deep recession and the lack of financing available for any new development, Keane believes fully occupied, successful properties may be considered more valuable.

    That's the word J. Kevin McMahon, chief executive officer of the Pittsburgh Cultural Trust, used when describing the building being developed by Kevin Keane of Lincoln Property Co., at an event marking the start of construction in the Downtown Cultural District.

    Keane said the 151-unit apartment building, at Seventh Street and Fort Duquesne Boulevard, will offer one-bedroom, one-bath apartments that average 800 square feet, and two-bedroom, two-bath units measuring 1,200 square feet.In addition, there will be two penthouse apartments of 1,650 square feet with two bedrooms and two baths.

    Rents will range from $1,100 to $3,700 with the average rent at $1,730.

    "We will begin pre-leasing of the units in the fall of 2005 and hope to begin occupancy in the spring of 2006," Keane said.

    Plans call for ground-floor retail, an outdoor terrace for residents, a fitness center and clubhouse.Each unit will have a balcony and 82 units will have views up and down the Allegheny River.

    Keane said Bank of America is providing the first mortgage loan of $24.5 million.

    One of the penthouse-renters at the Encore "thought we could have gotten more," said Kevin Keane, vice president of Dallas-based Lincoln Property Co., which is developing the building.

    "You can't have hundreds and hundreds of penthouses," he said."It's a very select market, people who can afford second homes like that.It's a very small segment of the market, but it's there.And if you give people what they're looking for, they'll pay for it."

    Even the least expensive apartments at the Encore start at $1,400 per month.About 15 of the 151 units have been reserved, Keane said.He expects leasing to pick up once the building is ready for occupancy in May.

    Many of the people who are reserving apartments at the Encore have homes in other cities but have family in Pittsburgh that they want to visit on long weekends or vacation, Keane said.

    "They work and have families up here and they want to spend as much time here as they can," he said.
