   Mr. Ray Kairys, President of OUTRAGE, spoke in opposition to Castle Sanitation's proposal to create a new C& D transfer station. He raised concern about they were not looking for offsets.

He did submit a letter relating concerns of the residents of Calyer Street, Clifford Place and Guernsey Street regarding the traffic pattern that resulted from the continuing construction on Kent Avenue and Franklin Street.

   "We are requesting that the NYC Department of Sanitation and New York State Department of Environmental Conservation not renew any transfer station permits or allow the construction of new land-based or marine transfer stations in CB#1," stated Ray Kairys, OUTRAGE member, "until they come up with a plan which does not continue to overburden just a few neighborhoods with all of the City's garbage."
