I recently met with Michael Kaill , coordinator of the MRC. We talked in detail about the program and it&rsquo ; s current status. According to Kaill , the plan is going well , although a widespread acceptance to this program , even by local residents , is yet to take place. We are trying to get the word out and get as much publicity as possibility for it to work , said Kaill.
We headed out by boat to Lime Kiln point on the west side of San Juan Island to complete a survey dive. This dive site is wonderful ; a rich kelp garden near the surface and a terraced rock face on the north side of the lighthouse had much life about it. The Rockfish appeared unusually calm as though they had already got the word that they were in a safe area. They didn&rsquo ; t have the usual jumpiness I had become used to in the Puget Sound. The shrimp were not scared easily either. They even let me get unusually close to photograph them.

On the way back and Dick from Snug Harbor Resort , Kaill , Myself passed a group of young people fishing from their boat. Like Soundwatch ( a volunteer organization dedicated to making boaters aware of marine life ) we stopped to inform these people they were in agreed upon marine sanctuary. Although our approach was polite , they were unimpressed and fairly rude.
I don&rsquo ; t want to say this type of reaction is typical. If we are to keep control over marine life within the hands of local authorities where there will be only eight restricted zones , then it is likely the entire county will be placed off limits to fishing.

Michael , Kaill , program coordinator , started the program with some history and background , including a listing and description of the eight no-take sits. More description of the sites as well as the species primarily targeted for protection can be obtained by contacting Kaill.
The sites are : west side of San Juan Island : Pile Point , Lime Kiln Lighthouse , and Kellet Bluff. North and south of Waldron Island : Bare Island , and Gull Rock. North of Shaw Island : Bell Island. South of Lopez Island : Charles Island. Point Lawrence , the eastern tip of Orcas Island. Kaill noted that dives done so far this year support the original premise that the stocks are down , thought the habitat is still ideal.
