  Bob began by describing his Quaker background and how he had come to work at Parkhurst via a friend of the family. It was clear that the governor there was trying to change things. Following a further visit it became clear to Bob that he had to work there, in spite of his experience having been in general practice and not in the special field of psychiatry.
  
  In his work at Parkhurst Bob found that the Quaker Peace Testimony was being taught to him by the violent individuals who were inmates there. He felt a challenge to build up some sort of community within 'C' Wing where he was working. He took with him a model developed in General Practice. This was based on the importance of childhood. Invariably, violent individuals have some violence in their past. Bob brought confirmation of his observations from animal behaviour studies.
  
  The model is: - a child grows up. - something violent happens. - the child shuts the lid on the violent reality. - as an adult the person is unable to open the lid and to confront the terrifying reality. - the repressed reality incites to violence
  
  Bob learned more and more about this, and was astonished by the results of his work at Parkhurst. Over the time he was there, there was a dramatic drop in violent incidents, in the use of tranquilisers and in the use of alarm bells.

  "The Bill is so punitive it dispenses with all civil and human rights. Parents who have reservations about pumping their children full of drugs to control them would be classed as denying their children treatment," he said. "It's only a matter of time before parents find themselves in breach of such orders which are fully backed by the courts."
  
  Dr Johnson, a clinical psychiatrist for 40 years, said the huge rise in the use of drugs was worrying.
