"We were going to do the entire northwest corner of the state (this year), but because of the funds being pulled, that's on hold," said Kathleen Jameson, communications director for the Colorado State Patrol.
Even when the work is done, not all law enforcement and other emergency agencies will be linked.
Some authorities, such as Denver and Boulder County, prefer the communication systems they have now; other, smaller jurisdictions can't afford the cost - each radio in the digital network has a price tag of about $3,500.
That's a disappointment to many officials, who note that linking communication systems was a top priority even before the Columbine High School shootings on April 20, 1999.
The Governor's Commission on Columbine was sharply critical of the inability of some police and emergency medical personnel to talk to each other over their different radios during the nation's worst school shooting.
