After months went by and Noorlander still hadn't deposited the money, Susan Hunter, CEO of the Girl Scouts of Big Sky Council in Great Falls, decided to press charges.

More than a month after the cookie drive, Susan Hunter, CEO of the Girl Scouts of Big Sky Council in Great Falls, said Noorlander hadn't settled her cookie account.

Hunter subsequently reported that Noorlander had stolen money from her troops to a Gallatin County sheriff's deputy in November 2001.
