Humphrey is the son of the late Fowler and Alice Humphrey, longtime Verona area residents.

Humphrey graduated from North Dakota State University (NDSU) in Fargo in 1964 with a degree in general agriculture.He spent 1965 and 1966 serving his country in Viet Nam, where he was wounded.He was awarded the Bronze Star and Purple Heart and also holds an Army Commendation Medal for nearly 20 years of service in the Army Reserve.He is now a retired Lieutenant Colonel with the Army Reserve.After his Viet Nam tour of duty Humphrey returned to NDSU where he earned a masters degree in general agriculture with emphasis on agricultural communication.In 1973 he earned a doctor of philosophy degree in adult and extension education from the University of Wisconsin.He was head of NDSU's agricultural communications department from 1977 to 1989.In 1992 he moved his family to Pocatello, Idaho where he has, since that time, served as a Professor of Human Resource Development at Idaho State University, Pocatello.
