Howell and the victim, whose name is being withheld by the Reading Eagle, were in the Bern Township facility on probation violations in juvenile cases when the sexual assaults occurred, authorities said.

Under a proposed plea agreement between Assistant District Attorney Eric Winter and Howell's lawyer, Richard P. Reynolds, Howell would be sentenced to two to four years in state prison followed by five years of probation.
