  The Chief Executive Officer of Mental Health Ireland, Mr Brian Howard, has said the organisation "awaits with expectation the impact Ms Mary Harney's re-appointment as Minister for Health and Children will have on acceleration in developments in mental health services".
  
  Mr Howard made his comments following the recent Annual Conference of Mental Health Ireland, which was held in Killarney, Co Kerry.
  
  He said Mental Health Ireland published its own election manifesto that was delivered to all the main parties before the election."All political parties responded to our manifesto with varying degrees of support and acknowledgement," he said.
  
  He added that it remained to be seen, in particular, whether the Minister "will respond to the very real and immediate needs to improve mental health services in so many areas".

  Speaking on RTÉ Radio's Morning Ireland, Brian Howard said ,25m extra in funding had been promised per year towards the implementation of the Vision for Change document, which was published two years ago.
  
  Mr Howard said that only a fraction of that money had gone into developing mental health services.
  
  'We have a position today in late December 2007 where there's no extra money committed, no extra ,25m, no development funds being committed to 2008, which to me is a matter of serious concern if we want to take the development of mental health services seriously,' he said.

  Brian Howard, chief executive of Mental Health Ireland, a support group, told irishhealth.com that the Monageer tragedy highlighted deficiencies in out-of-hours services across the country.
  
  "It is a terrible tragedy and the facts are just emerging," Mr Howard said."But the point is that out-of-hours services by the state are a common deficiency."
  
  He said that Dr Finnerty's report referred to the need for multi-disciplinary teams to handle mental health crises, which MHI supports fully.
  
  Mr Howard also said that in a risk situation, the only certain act could be to have a person admitted to an inpatient facility."But this is not ideal for all eventualities," he said.
