The boy's family, from Tucson, had rented a vacation home in the Bodega Bay area for the holiday weekend, said Supervising State Park Ranger Heidi Horvitz.

The brothers were at the beach with their mother, grandmother and other relatives , who officials said were very distraught as rescuers worked furiously to reach the child and two helicopters hovered over the scene.

"It's never a good idea to dig in sand because it can be very unstable," said Horvitz."It's just a very sad, unfortunate accident.

State Parks employees performed CPR on the man on a rock formation about 100 feet from the shore in an area known as The Reef, said Heidi Horvitz, supervising ranger for the area.

The park is about 12 miles north of Jenner.

A sheriff's department rescue helicopter retrieved the man from the rocks and flew him to Palm Drive Hospital in Sebastopol, where he was pronounced dead.

Horvitz said it wasn't clear how long the man had been in the water or for how long he'd been unconscious.He was diving with at least one companion and he was not using scuba gear, she said.
