    Employers who ignore older workers now will suffer as boomers near retirement age, says Melanie Cosgrove Holmes, a vice president at Manpower. By 2012, nearly one in three U.S. workers will be over 50, according to AARP, a group for people age 50 and older. "Progressive companies that are looking ahead...are the ones that are going to be most successful," Ms. Holmes says.

    But overall, they don't represent big changes, said Melanie Holmes, vice president of world of work solutions for Manpower.

    "Employers anticipate only marginal changes compared to the previous quarter, so I don't think we're going to be seeing anything dramatic," she said.

    The quarterly survey, conducted since 1962, showed that 19 percent of companies in the Midwest reported they would increase hiring in the first quarter, down from 26 percent during the previous quarter.Thirteen percent of companies were planning a decline, up from 9 percent last quarter.

    The West continues to have the best outlook, with 29 percent of employers saying they planned to increase hiring, down from 33 percent last quarter.Eleven percent of employers said they planned to decrease hiring, up from 10 percent last quarter.Holmes said the survey doesn't ask why employers choose to increase, decrease or maintain their staffing levels.Attention to the mortgage crisis or possibility of a recession could be reasons, but the survey can't say for sure, she said.

    "Nobody, of course, has a crystal ball and knows whether or not those things are going to happen, so it's not real surprising that some employers are going to be cutting back," she said.

    Right now, the hardest jobs to fill can't be outsourced or turned over to robots (at least not yet), and they'll probably still be hot in 2012 because of retiring baby boomers, said Melanie Holmes, vice president of North American corporate affairs for Manpower, a worldwide employment services company.Sales representatives, teachers, mechanics, technicians, managers and truck drivers are the six hardest jobs to fill today, according to Manpower surveys. The good news: Many of Manpower's top 10 hardest jobs to fill don't require a college degree, so they're more accessible.But that's part of the problem -- the jobs are too ordinary, Holmes said.Delivery drivers, laborers and machine operators, which also made the top 10, are necessary, not glamorous."I'm not sure young people have thought of those occupations as attractive," Holmes said.

    With the first wave of baby boomers reaching the traditional retirement age, Manpower has urged companies to think about ways to retain and recruit older workers, through flexible scheduling for example.This will help them fill positions as the labor pool shrinks.

    Holmes said companies need to extend their diversity training to include age as well as race and gender.
