According to Hoeger the project cannot go forward unless the Federal Government fund the project.

The agency held the hearings as a matter of procedure before it can take the issue to court, said John Hoeger, project manager for the San Bernardino Economic Development Agency.

"These are cases where we don't agree, so the process is set to go to court to find out what a fair price for the property is," Hoeger said.The agency has come to terms with roughly a third of the 34 property owners, he added.

The agency is ready to file documents with the courts within the month and have the property acquired by summer, Hoeger said.
