Florida Farm Bureau's outgoing National Affairs Coordinator Ray Hodge said the 109th Congress may hold agriculture's best chance to get several goals accomplished.

He listed three priority areas, including immigration reform, tax reform and trade issues.

"Florida's agricultural interests must be unified to meet the challenge," Hodge added.

Not so fast, said Ray Hodge, Corrections Corp.'s senior director of business development.

"What we're offering is a chance for the county to consolidate its farmed-out prisoners in an accredited facility … at a fairly reasonable price, certainly far cheaper than the county can do it," Hodge said.

A deal with Corrections Corp. could buy Johnson County 10 years to chart its inmate population to see whether its consultant's projections prove valid, Hodge said.

In March, Annabeth Surbaugh, chairwoman of the Johnson County Commission, said she would establish a criminal justice advisory council to recommend alternatives to incarceration.

"If the cost had been so outrageous or if it weren't working, the supermarket lobby could have squashed us if they wanted to," said Ray Hodge, national affairs coordinator for the Florida Farm Bureau Federation.

Hodge believes it's simply a "right-to-know issue... . You know where your underwear came from or the pot scrubber you pick up at Wal-Mart.You should know where your food comes from."

U.S. senators from the Plains states appear to have played a leading role in getting the guidelines into the farm bill in a move to protect their states' cattle industry.

Some in the meat industry are outspokenly critical of required labeling.Others say it will be a good marketing tool.

Ray Hodge, CCA's senior director of business development, said it costs his company roughly $30,000 to $50,000 each year to perform those functions because jail employees who do so also do other work.

Hodge said CCA would also be willing to pay for a portion or perhaps even all of the cost to built a roughly 2,000-square-foot building adjacent to the jail's existing sally port for the operation if the sheriff took over.
    ...
Hodge said after the meeting that he understands Nugent's frustration and that CCA is willing to accept objectives for the quality of its fingerprints and photographs, but that his company is justified in rejecting "arbitrary fines."

"In a jail operation, you have to have flexibility," Hodge said."A lot of fingerprinting issues are open to interpretation."

Hodge said CCA is working on other issues, such as providing the sheriff with instant access to inmate records.

"Our folks are ready to sit down with your staff and work at whatever pace you're comfortable with," Ray Hodge, CCA's senior director of business development, told the commission.

Hodge said his company is willing to discuss the issue and could have an answer in the next month or so, though it would depend on what kind of direction the talks on expansion plans take, he said.

"Our willingness is to do that sooner than later," Hodge said.
