President of the European Network for Smoking Prevention [ENSP].This organization is described in the Association of European Cancer League's l997/98 Annual Report as a "non-profit association the aim of which is to develop a strategy for coordinated action among organizations active in tobacco control in Europe."The ENSP has an "active role in guiding and advancing good projects for Europe against Cancer programme funding...The final funding decision is taken by the European Commission."
Hirsch was among the signers of the June l997 "Statement of International Tobacco Control Advocates on the U.S. Tobacco Litigation Settlement Discussions" (see description under "Judith Mackay" above), but he identified himself as "Albert Hirsch, St. Louis Hospital, France" on that document, not as the president of ENSP.
