Hearne first heard of the need from Gaye Hill, a fellow church member and director of nursing at WK Pierremont.
Hill routinely has people who quit because they don't have transportation, a situation that creates high turnover rates.
"It decreases patient continuity and increases expenses because we're constantly training and orienting new people," she said.
It costs businesses an average of $5,000 to rehire and retrain a new employee, according to the council's study.
Hill guessed that 10 percent to 20 percent of her 400 employees rely on public transportation for their 12-hour shifts.For some it means getting to work several hours early.
Unlike Tubbs, she can't afford to allow people to be late.
"We can't have that when patient care and lives are dependent on the people here," she said.
Other employers are hoping for service to be extended geographically.
