Those arguments don't wash with Tony Higgins, 46, a member of the Black Alliance for Educational Options, who just sent his daughter off to orientation at Clark Atlanta University and thanks the Milwaukee voucher school program for that.

In 1994, he pulled his daughter, Chronda, now 17, from a crowded, crumbling public school and transferred her to a private school.

"I felt it was a disservice to my child to keep her there," Higgins said.In 1998, he switched Chronda to a Catholic academy.

And if he didn't have a choice?

"I would have probably been like hundreds of other parents I know and lie," he said."Give an incorrect address in order to get my kid a seat at one of the better schools that had finer classrooms.I knew if she didn't get a good education on the front end, no college would accept her."
