One of the more remarkable developments in Bangor has been adoption of "a systems type approach to communications," according to Capt. Tom Higgins of the Bangor Fire Department.He said a communications plan was developed in 2004.

"Our goal is to provide reliable radio signals and real-time data to fire, police and EMS responders in the field," said Higgins.

Higgins says he sees a cultural shift along with all the new equipment.

"Prior to 2001, most departments were only concerned with local talk channels and had few concerns about talking with disparate agencies," Higgins said.
