   Dr. Higgins received a public school education in Montgomery, Al. He later attended Auburn University where he attained a B.S. in secondary education and a M. Ed in Special Education. After teaching in Columbus, Georgia for three years he completed a Ph.D in Educational Leadership from Georgia State University.
   
   Dr. Higgins moved to Cobb County in 1982. From 1982 until 1984, he was a special education teacher at Pine Mountain Middle School. Subsequently, Dr. Higgins has served as both a teacher and an administrator at middle and high schools as well as a position at the county office level.
   
   At the county office he was the special education program coordinator for high schools, director of curriculum and instruction for high schools and assistant superintendent of middle schools. He has been a principal at Griffin Middle School, Wheeler High School and is currently principal at Walton High School.
   
   Dr. Higgins and his wife Bonnie, an elementary school teacher in the Cobb County School District, reside in Marietta.
