    Village Manager Patrick Higgins said residents are urged to attend the Aug. 14 Village Board workshop where tollway officials will give a short presentation on the proposed project.

    Higgins said the property could easily be mistaken as a part of the subdivision when it is owned by the tollway.Therein lies the problem for anyone who objects to the placement of the structure.There may be very little in the way of options for the village to block construction, Higgins added.

    "It doesn't appear that there is a whole lot we can do about it," Higgins said."There's 60 of these things throughout suburbia."

    Higgins said he met with tollway officials including the authority's chief counsel, who, according to Higgins, was fairly adamant about the state's authority to place the tower on its own property without the need for local permitting.

    "(Tollway officials) say they will work with us to minimize the impact," Higgins said."We were concerned about security issues."

    Higgins said while village officials have not seen any details yet, it appears to be a significant tower but it is also on a significant flat piece of property.

    Village Manager Patrick Higgins recalled when the village annually issued about $12,000 in construction permits in the early 1990s.This year Western Springs will issue more than $500,000 in building permits, Higgins said.

    In addition to construction issues, the director will help ensure the village strikes the right balance between economic development and residential interests.

    He will report to the village manager, and will have a salary ranging from $56,000 to $84,000.
