Patrick Higgins is a graduate of California State University, Bakersfield (BS) and the University of Alaska, Juneau (MPA).Mr. Higgins has worked as an environmental professional for the past 15 years, with prior experience in the biotechnology industry, consulting with both domestic and international clientele.His current position is that of Contracts Subsection Supervisor with the Florida Department of Environmental Protection, Tallahassee, Florida.The Contracts Subsection contracts with various local implementing agencies and private sector firms to conduct yearly petroleum storage tank compliance and verification inspections at 22,000 registered facilities through the state of Florida. Mr. Higgins is the project manager for the Florida DEP initiative to computerize field data input for the Compliance Verification Program.
