Higgins is an Arcata consulting fishery biologist who has been sounding the alarm about the decline of salmon and steelhead for decades.
He will speak on the biology of the fish and how diversions are dramatically reducing fish populations.
Higgins has written the fisheries element of restoration plans for the Klamath, the South Fork of the Trinity, the Garcia, and the Gualala rivers-all suffering from the effects of water diversion.
