Pekin City Manager Dick Hierstein presented the city's pro-buyout position and said he considered Illinois-American to be "dishonest" in its opposition to a municipal buyout.
"They said they weren't for sale, and that was obviously not the case," Hierstein said of Illinois-American's parent company, American Water Works.The parent company recently accepted a bid to sell to RWE, a German-based electric and gas utility."People feel betrayed."
Despite Harlan's and Hierstein's poor views of the water company, Sue Atherton, manager of communications for Illinois-American, said surveys show that eight out of 10 Pekin residents are satisfied with the company.
During the presentation, Atherton reminded the audience that referendums to sell Illinois-American were rejected by Pekin voters in 1992 and again in 2000.

Atherton said the proposed deal with RWE will not affect how local decisions are made, though Hierstein claimed that decisions about Pekin's water supply will be made far away.
Atherton said the thought of selling Illinois-American's Peoria-Pekin components to the cities and separate from the rest of the company to RWE makes no sense.
"Think of it as a taxi cab wheel," Atherton said of the merger."You wouldn't just want to buy one wheel off of a taxi because you will have to make up for it.But selling the whole fleet would make more sense."
