Duarte Deputy City Manager Karen Herrera said BNSF promised to come up with a plan to address the graffiti problem during a meeting with cities months ago.
She is still waiting for that plan.
"The city is anxious for BNSF to put forward a program, because the railcars are becoming such an eyesore for residents," Herrera said.
Monrovia officials complained in April about the blight the cars were causing and offered to do the cleanup themselves.
Herrera said Duarte would prefer for BNSF to take responsibility for abatement.
"They're becoming quite a nuisance and it would add quite a bit to the city budget to remove graffiti from railcars," Herrera said.
Herrera urged Duarte residents to direct their complaints about the blight directly to BNSF, a suggestion Kent welcomed.
