His continued dedication to public service was further manifested when he accepted the challenge of heading the provincial legislature.With the faith of the Boholano electorate, he won the 2001 elections hands down and was officially elevated to the post of Vice-Governor of Bohol.Early in his term as head of the Sangguniang Panlalawigan he was elected by his peers as National President of the League of Vice-Governors of the Philippines because of his exceptional track record in local governance.This feat was duplicated in 2004, when he again was elected Vice Governor, attesting to the trust the Boholanos have for him.
As Vice-Governor, he targets agriculture, health and education to further bolster Bohol as one of the top provinces in the country.Among more salient projections, the Vice Governor wishers to give hope to all Boholanos, not just through legislations but also other projects and activities improving the health of barangay folks through medicines and medical equipment.He also initiated the highly successful Barangay Legislatives Training.With his length of dedicated service and the accomplishments that boldly marked the brand of his leadership, Bohol has more prosperous years to expect with a labor lawyer, trade unionist, implementer, advocator, and effective fiscal manager in Vice-Governor Julius Caesar F. Herrera.A man with few words, Julius is indeed an epitome of the adage: "Actions speak louder than words."A team-player, he does not want the Sangguniang Panlalawigan to be a stamping pad.
Multi-awarded and accomplished, Atty. Herrera does not miss an opportunity for self-improvement, more so if it redounds to more competent service.From July 24 to August 29, 2003 he represented the country in the US International Visitor Program on Urban Development, a United States Government Study Grant.
