  Home builder Jerome Heisler thinks he has an answer.
  
  Heisler, the owner of Bear-based Reybold Group, is talking with Roberts about a plan that would have Heisler pay Roberts for the value of the farm and then place a restriction with the deed that would bar the property from ever being built upon.
  
  But in return, Heisler says, he would want state and county approvals for him to build on a different parcel south of the Chesapeake & Delaware Canal.
  
  Heisler would not give details about his project or what kind of rights he wants because he is still negotiating for the property.He also declined to give its specific location, saying only that it is a few hundred acres west of Del. 1.
  
  "If the county doesn't want me to develop that parcel like I want to, then I won't be able to preserve that [Roberts farm]," Heisler said."We're going to lose a valuable natural resource. "
  
  County officials said they are not involved in the discussions between Heisler and Roberts and declined to comment on the merits of the proposal.

  "I'm not sure the county, with its infinite wisdom, has the ability to determine what and how pieces of land should be developed," said Jerome Heisler of Reybold Group, which builds homes and rentals."We need a collaborative effort and not a dictated effort."
  
  Heisler, who has been hailed by county officials as one of the few developers in the area building lower-priced units, said he sees the legislation as an obstacle.
  
  "Anytime the government intrudes into housing, the only result is less affordable housing," he said.
