    At the center of the implosion of Colmar and related "turf" war that ensued were two lawyers: Colmar President Bill Marshall and Bernie Heinze, a former Colmar volunteer, now president of the new township fire company, FDMT.

    But Heinze and others in his camp who supported a new fire company clearly received the full support of township officials.Collectively, a taxpayer-funded legal defense to Colmar's lawsuit was waged; one full of holes, and, ironically, anti-democratic, which was a further insult to residents and taxpayers.

    But unlike Marshall and other Colmar higher-ups who were steering the Colmar strategy, Heinze and the township camp recognized the importance and value of communications and public perception.

    "Bernie" Heinze is president and public information officer of FDMT.He has 9 years of volunteer fire fighting operations and administrative experience, having served in the positions as a firefighter, engineer, lieutenant and assistant chief, and as secretary and president.In 1997 he received the Firefighter of the Year Award from the Lansdale Jaycees.

    Mr. Heinze is president and chief executive officer of Beacon Management Group, an international litigation and claims management facility with offices in King of Prussia, PA and London, England.Prior to this, he was a litigation partner with a Philadelphia law firm; vice-president and national litigation counsel for an insurance company; and executive assistant for former Congressman Jack Kemp.Mr. Heinze graduated from the Temple University School of Law in 1983, and from Canisius College in Buffalo, NY in 1978.He has lived in Montgomery Township since 1990 with his wife Martha and daughters Kelsey & Sara.

    "Since we had no prior year's funds and we needed the equipment the township said we'll pay it if you can pay us back when you can‚" FDMT President Bernie Heinze said.

    The relief association‚ in October‚ received about $220‚000 in funds from the act‚ that figure based on a percentage of the tax on premiums for policies that out-of-state insurance companies issued in Montgomery Township.

    The relief association and the FDMT are attempting to figure out what equipment the township bought and what the relief association can reimburse it for based on state-imposed regulations on the use of its funds.

    "We have been keeping‚ since day one‚ separate ledgers‚" Heinze said."We are going to sit down side-by-side with the ledgers and find out what is a relief-association purchase and what is an FDMT purchase."

    Heinze said it is too early to tell how much money the relief association will reimburse the township or for which expenses it will be able to reimburse the township.

    FDMT President Bernie Heinze said although the FDMT doesn't have a permanent station at the north end of the township as Colmar did‚ the company's substation in Country Furniture Inc. at Route 202 and Montgomery Avenue serves as a sufficient temporary station until a permanent facility can be built.

    "We have stations at opposite ends of 309 and personnel can be shifted depending on the response‚" he said.

    Heinze noted the department's two paid firefighters‚ who work during daytime hours‚ are available to respond to calls immediately.The firefighters‚ he noted‚ are often on the road performing inspections of township businesses‚ and can assemble quickly at either station.

    "They can get on the road immediately upon receipt of the call‚" he said.
