    "This gives people the opportunity to re-organize the business; there are things that have to change," said Patrick Heinke, senior director of labour relations for Air Canada."It's given the employer a new view of how the business should be conducted in this new environment."

    On Monday, the International Labor Organization wrapped up a week-long meeting to seek solutions to the crisis facing the aviation industry.More than 200 government, airline and labour union delegates discussed ways to improve airline security and restore confidence in air travel.

    The ILO call the Sept. 11 attacks the aviation industry's "worst crisis since the Second World War."

    Heinke noted the industry is still in the throes of reacting.It could take up to a year before all the ramifications are understood, Heinke said.

    The attacks on the World Trade Center in New York and the Pentagon in Washington were carried out with hijacked U.S. airliners, thus hitting confidence in air travel especially hard.

    Heinke said an Air Canada with an 80-per-cent share of the market has been "adequately described as a migraine ...It demonstrates the fragility of the business and the impact it has on not only employment but on the structure of business as well."

    Air Canada is still trying to recoup its economic losses, Heinke said.This has forced the airline to drastically cut staff and delay, or cancel, aircraft purchase.

    But he said the situation is beginning to turn around, and "traffic is slowly coming back, which put us in a position where we've been able to start recalling some in the flight attendants group and the maintenance group."
