  Nic Heinke, NCEITA director of communications and government relations, says North Carolina's R&D tax incentive of 5% compares unfavorably with rates from other states – California: 12-24%; Arizona: 8-12%; Arkansas: 20% (Biotech); Missouri: 6%; Georgia: 10%; West Virginia: 10%; Pennsylvania: 10%; New Hampshire: 15-25%; Rhode Island: 10-22.5%; and Connecticut: 20%.
  
  Among other suggestions, NCEITA's Vision 2030 Task Force plans to recommend raising North Carolina's tax credit from 5% to 10%."Most states recognize the role of research and development as an economic engine for current and future prosperity," the Vision 2030 Task Force Recommendation 4 states."As a result, they have expanded and enhanced their direct investment in R&D and revised their R&D tax laws to serve as competitive tools for economic development."
