    Board President John Heinke said more companies are using temps.He said the district occasionally hires some of the more outstanding workers.

    But John Heinke, the Paradise Irrigation District board member who owns the property at the corner, was not convinced.

    "I don't buy that," he told BCAG at one point during last week's meeting.

    According to BCAG staff, under lines-of-sight requirement set by federal highway standards, the roadside bank on Heinke's property would have to be cut back about 30 feet.That would encroach on a small blue-painted house there that Heinke rents out, forcing its removal.
