  I am shocked that they are able to commit 20 billion dollars over 3 years in tax cuts for middle and high income Canadians but leave low-income and homeless people waiting," states Kira Heineck, Coordinator of the TDRC.Heineck continues, "We are told that under a new infrastructure program some plan to build housing may result by year's end after discussions between provinces and municipalities.There is no guarantee under this feeble plan that any housing will result.This is an appalling lack of leadership that leaves me very worried about the future of the 200,000 homeless people and the 2.2 million men, women and children across Canada that are on the verge of homelessness.Without a National Housing Strategy things will get much worse for these people."
  
  The TDRC demands the implementation of the One Percent Solution, which requires that a mere additional 1% of the federal budget - roughly 2 billion dollars - annually be set aside to build affordable housing for low-income Canadians and supportive housing for those in need.

  Kira Heineck, the executive director of the Toronto Disaster Relief Committee, briefed us on the homeless situation in Toronto this winter.She has some very useful information about Toronto homelessness in a new booklet, State of the Disaster, Winter 2000; you should all get a copy.It has been posted on the web; if you want to pick one up, call 599-8372 or e-mail her at tdrc@web.net or check their web site at http://www.tao.ca/~tdrc for more information.

  Kira says that research shows young homeless men 18-24 are 8 times more likely to die than young men with homes. Overcrowded shelters with too few bathrooms are a big problem; so is poor nutrition. On a positive note, Kira says, the homeless community praises St. Andrew's for its wonderful meals and its services.
  
  How many OOTC programs are there in Toronto?Kira won't have final numbers until next week but there are probably about 60 - and the system is in a state of flux.
