City Manager Alan Hein stated that he is in agreement with the manual's adoption.

"We have a very good chance of acquiring this grant," City Manager Alan Hein said.

For councilmembers, the primary duty is to identify the needs of local residents and to formulate programs to meet those needs, according to City Manager Alan Hein.

The Council may levy taxes, assess fees and charges and sell bonds in order to finance city government functions.

The city manager doubles as the administrative chief and public works director and has full responsibility of all municipal personnel.

Hein oversees all the water, sewer, streets, fire, police, administration, code enforcement and animal control departments.

All administrative actions and policies made by the Council are implemented by the city manager.

There are 510 available remaining water meters within the city, Hein said.

Farmersville City Manager Alan Hein said the discussion between the two entities has been ongoing for a couple of years.

"The proposed development is not in the city limits, but a little piece of it is in our ETJ; the majority is not," Hein said."We are currently negotiating that."
