    Ms. Heilman is a Privacy Program and Policy Specialist in the Office for Civil Rights (OCR) at the U.S. Department of Health and Human Services.OCR has responsibility for implementing and enforcing the HIPAA Privacy Rule.Prior to joining OCR, she worked for the Maryland Department of Health and Mental Hygiene (DHMH) for 8 years in various capacities.Most recently, she was the Assistant HIPAA Project Manager for the Department and before that as the Department's Data Administrator.Kelly served with the Department's Health Resources Planning Commission where she was responsible for health professional planning and its effect on access to care.She initially joined DHMH in 1993 as a public health coordinator for the Diabetes Control Program and worked closely with the Medicaid Diabetes Care Program.Ms. Heilman came to HHS in October 2001 to lend her expertise with state government, information technology, and health services marketing to the implementation of the HIPAA regulations for privacy of health information.Ms. Heilman is currently pursuing her doctorate in Health Policy from the University of Maryland, Baltimore County.She received her Masters in Business Administration (Health Care Administration and Health Services Marketing) from Loyola College of Maryland and a Bachelor of Arts degree in Biology from Goucher College
