    Council CEO Judy Heilman said the plan would make Timber Ridge "more like a campus."

    An existing council-owned conference center would be renovated and replaced with the council's Volunteer Service Center.

    The council's lease on its Atlanta headquarters at 1577 Northeast Expressway expires in 2010.

    Ms. Heilman said the Scouts would conduct a capital campaign to raise money for the construction and move.Groundbreaking is expected in mid-2008.

    "We're really excited about it," she said.

    According to the council's Web site, Camp Timber Ridge was founded as Camp Civitania in 1924 and is one of the South's oldest girls' camps still in operation.

    The camp provides opportunities for hiking, nature instruction and outdoor cooking and includes a swimming pool and a small lake for canoeing.

    "It's really a treasure," Ms. Heilman said."We have a stream that still has water in it."

    Wachovia Bank of Georgia, which Ms. Heilman said holds 98 acres of the camp in permanent trust, is a party in the zoning application.
