As city comptroller, Rowland's grandfather blew the whistle on Waterbury corruption in the '30s, sending Mayor Frank Hayes to jail.The grandson has been able to avoid any taint in the current scandals.
That's despite a past ethics record that includes taking surplus booty from the state police, promoting lawyers and judges who kept his notorious domestic police report sealed, and going easy on polluters who made campaign contributions.
It's despite an urban policy that basically consists of writing checks to big-city mayors (or, in Waterbury's case, to the NVDC), who then dole out the dough to favored contractors.
