It was more than an hour into the session, during which the loan's history and Housing and Urban Development Department procedures regarding the disposition of loan funds were reviewed, that Corporation Counsel Robert Going discussed a Monday meeting attended by himself, Mayor Joseph Emanuele, Urban Renewal grant administrator Nicholas Zabawsky, developer Michael Hastings and Hastings' attorney, Douglas Landon at which assembling the necessary documentation was at issue.

Going called Hastings "exceptionally forthright" and said he had been "very cooperative" with city officials, having already rounded up many of the records sought by the council committee in its probe."He indicated he stood ready to work with the city to resolve this to everyone's satisfaction," said Going, adding that even more papers had been brought, by Hastings, to City Hall on Tuesday."[Hastings] also said he had ordered copies of canceled checks," said Going, adding that Hastings had gone to the shuttered restaurant itself Tuesday and retrieved additional records, which had been turned over to the city Controller's office for tabulation.
