James E. Hartley has been the Uniform Division Commander since his June 2001 promotion to Assistant Chief.Assistant Chief Hartley joined the DeKalb County Police Department in 1974 and was assigned to the Uniform Division.Since that time he has worked in the the Tactical Enforcement Unit, Detective Division and as a Sergeant in the Special Investigation Division.Upon being promoted to Lieutenant in 1984 he served as Commander of the Vice and Permits Unit.He was promoted to Captain in 1990 and has served as Assistant Precinct Commander at the North, South and East Precincts.Promoted to Major in 1997, he was assigned to the Center Precinct as Precinct Commander and in 1998 he was assigned as the South Precinct Commander.

On February 4, 2002 the Uniform Division implemented the new Team Concept, four ten hour days on, three days off.Under this plan each precinct is divided into eight teams of officers and supervisors working four different shifts instead of three.The implementation has been smooth and the plan has been well received by the rank and file.Since the implementation of the plan, productivity and pro-active community oriented policing have increased.New Panasonic laptop computers have now been installed in over half of the the Uniform Division patrol cars and they should be fully implemented by the end of the summer.
