Hart was born at an early age (1950).He attended the Roanoke City Schools, graduating in 1969, then attended Monmouth College, Monmouth IL, earning a BA, Business Administration in 1973.While at Monmouth he was a member of Zeta Beta Tau Fraternity.After Monmouth, he attended the University of Virginia School of law (as did his grandfather and father before him -- this is a third generation professional nuisance!) graduated in 1976 and immediately joined his father in the practice of law.Ross has served as a director and president of the Roanoke Valley S.P.C.A.He is a founder, former director and president of the Consumer Credit Counseling Service of Southwest Virginia.He served as "Escheator" (a heckuva job title for a lawyer) under Governors Robb, Baliles and Wilder, and, after an 8 year gap, was reappointed to the position in 2002 by Governor Mark Warner.In 1986 Ross was appointed Gov.Baliles as the first Citizen Member of the Virginia Board of Medicine (Lawyers arecitizens, after all!) and served two terms for a total of nine years.Currently, Ross is Committee Chair of Cub Scout Pack 55, Catawba District, Boy Scouts of America, sponsored by St. Paul's Episcopal Church, Salem, VA, where Ross and his family are members, Ross is on the Vestry and handles its webpage (link above).

    Ross Hart, a Roanoke lawyer, has represented plaintiffs in several asbestos cases.He said that most plaintiffs deserve compensation because the railroads and asbestos manufacturers knew as long ago as the early 1900s that the fiber was dangerous, but didn't tell employees.

    But that happened in a long-ago era, and businesses today wouldn't operate that way, Hart said.That means modern industry is paying the price for their corporate ancestors' ethical failures, he said.

    Throw tort lawyers in the mix, and you have a problem that has dragged on for years, he said.

    "We make people think that any time something goes wrong, it's somebody else's fault, and let's find a deep pocket and sue the bastard," said Hart, who hasn't taken a position on the trust fund bill.
