Penny HartWithin days of Cappa's release from prison in 2002, he was approached and given an unusual proposal in a midtown pickup bar by a woman executive who had a half hour to kill between business meetings.

"I said, ‘Excuse me, I am not really interested in the pickup scene and don't want to be bothered, do you mind if I sit with you,'" recalled Penny Hart, (right) the president of TSC Direct, a 25-year-old Jericho, L.I. company that is the largest privately held automobile insurance company in New York.

The history, according to court papers in which Hart describes Cappa as her "soul-mate," fiancé, best friend and partner, includes during the last year, court-approved, extended European and South American vacations to places like London and Buenos Aires.

As his trump card, Futerfas submitted a letter to Brooklyn Federal Judge Allyne Ross on Cappa's behalf from Hart, a single mom who begged for leniency for Cappa, gushingly describing him as a "devoted, sensitive, and affectionate" role model for her three children "from a previous marriage."

At the advice of her marketing director, Penny Hart has dispatched a mobile billboard across the metropolitan area, offered free gas on a hot August day and appeared in intentionally low-budget television advertisements - all in an effort to get people to buy car insurance from TSC Direct.

"We try to find organizations that aren't getting as much attention," said Hart, Jericho-based TSC's founder and president.

Besides, Hart said, there are benefits that come along with feeling good, at least for an insurance agency.

"We believe they're good drivers, as well," she said.
