  Having been through the property reappraisal appeal process , I accompanied my sister for hers last week.My appeal was taken care of fairly in a one-on-one hearing without involvement of the Board of Equalization.

  "One reason we are here is to educate people about the different breeds of horses," said Peggy Hart, equestrian alliance president.
  
  A 1999 state marketing survey estimated that Shelby and other West Tennessee counties bordering the Mississippi River were home to 15,000 horses, ponies, mules and donkeys, Hart said.
  
  The vast majority are Quarter Horses, Thoroughbreds, Walking Horses and Arabians.They are horses often used for hunting, jumping, barrel running and dressage, she said.
