Upon our arrival we were received by State Representative Leslie Watters and members of the Florida Department of Transportation headed up by Mr. Bill Ashbaker, head of FDOT, along with State Representative Frank Farkas, Administrator for Senator Jim Sebesta, the Director of the Florida Airports Council, Mr. Bill Johnson, and Mr. Marion Hart, Deputy Director of Transportation.

Marion Hart, FDOT administrator for modal and public transportation, said that the state is studying the proposal, but has not yet decided whether to pay for such a study.He said further discussions between FDOT, the Port of Palm Beach and other state port officials are necessary before such a move is made.

Marion Hart, the department's administrator for modal and public transportation, said that the state is reviewing the proposal, but has not yet decided whether to fund such a study.

"My favorites are (veterans) Bill Elliott and Mark Martin," said Marion Hart Jr., the Florida Department of Transportation public transportation and modal administrator."They appear to have a great degree of honesty and integrity and proper focus.There's something about the way they come across that is compatible with my way of thinking."

A changing fan base

Hart, who is black, is emblematic of the changing NASCAR fan base.Though the image lingers of NASCAR fans as blue-collar, Southern, white and male, the fan base has become increasingly diverse.

Preceding the meeting was a letter from the Executive Director of the Airport Authority to Mr. Marion Hart, State Public Transportation Administrator, Re: Fast Track Transportation Economic Growth Initiative Funding For Relocated and Expanded Panama City Airport, dated November 1, 1999 requested Fast Track Initiative Funding in FY 2000 of $1.85 million to cover the cost of an environmental assessment, master planning and design.
