    Planning Board Chairman Chris Hart said before the meeting that the development -- first proposed four years ago -- "is far from a done deal."

    Hart said the board received a petition signed by 600 town residents who oppose the project, which would border a neighborhood off Route 96 and High Street in Fishers.The average annual household income exceeds $103,500.

    Victor Planning Board Chairman Chris Hart said a larger location was chosen for the next meeting because more than 300 people spilled into the hallway and parking lot at the first comment session on the controversial proposal.

    The Buffalo-based Benderson Development Co. first proposed building the Victor Commerce Park complex four years ago.

    Many town residents have protested the planned location of the commercial complex on Route 96 near Eastview Mall and adjacent to upscale residential housing projects.

    Benderson officials have said that the project would cost about $25 million and provide about 1,200 jobs to boost the local economy.In addition to a planned 204,000-square-foot Wal-Mart Supercenter, Victor Commerce Park would include a restaurant, retail shops and an office complex.

    Hart said that because of time constraints, fewer than half of the 52 people who signed up to speak had an opportunity to express their comments at last month's public comment session.
