    Prior to joining the Midwest ISO, Mr. Harszy was Manager of Operations at Ameren Corporation where he was responsible for all real-time operations in Ameren's control area, including all transmission and generation assets.He also managed the Energy Management Systems support group, the statistical data group and was responsible for the development and implementation of strategy to comply with the Federal Energy Regulatory Commission's Open Access Orders 888 and 889.Mr. Harszy has served as chairman of the Mid-America Interconnected Network (MAIN) Operating Committee, as a member of the North American Electric Reliability Council (NERC) Operating Committee, and most recently he has served as chairman of NERC's Operating Reliability Subcommittee.

    Mr. Harszy earned a Bachelor of Science degree in electrical engineering from the University of Illinois.

    The Midwest Independent Transmission System Operator Inc. (Midwest ISO), which serves more than 40 million people, will integrate an ancillary services market into its existing energy market starting in September, said Roger Harszy, vice president of real time operations.

    This will include spinning reserves (which is generation already synchronized to the grid or supplemental reserves that can be brought up to load within 10 minutes) and regulation reserves that allow for the moment-to-moment balancing of generation and load.MISO market design will clear each product every five minutes.Harszy said this will probably result in more value being recognized for each of these as a marketed product once MISO starts its ancillary services market.

    About 100 megawatts of power were moving along four transmission lines from Michigan toward Toronto shortly after 4 p.m. EDT Thursday when suddenly the flows reversed direction and more than 1,000 MW headed back toward Michigan, said Roger Harszy, the Midwest ISO's director of operations, on a conference call.

    He declined to speculate on what could have caused that unusual event, which preceded the cascading blackouts across the Northeast, Midwest and parts of Canada.

    The grid operators in the Midwest, Toronto and several other neighboring regions immediately got in touch through a special hot line and learned all of their electric systems were going down, said Mr. Harszy.
