Ladner Business Association president Stan Hardcastle said the 48th Avenue project is hinged on a majority vote by landlords. If approved, they would pay for 30 per cent of the $1-million cost.

Hardcastle said the merchants are willing to absorb the cost, but they're worried the owners will balk at the price tag.Delta should pick up the entire tab for the project, lower the amount required by owners or reduce the scope of the project, he said.

Huntington believes the municipality should offer more funding.

"It's the core of the Ladner business district and we should be paying some attention to the attraction of customers to that area," she said.
