Mr. Harbaugh is manager of Division Four, Ameren Company and a retired lieutenant colonel from the Illinois Army National Guard.He received his bachelor's and master's degrees in industrial education and technology from Western Illinois University and a MBA from Sangamon State University, now the University of Illinois, Springfield.He is a member of the Mattoon American Legion and the Pana Elks.Mr. Harbaugh is also a former member of the Mattoon Chamber of Commerce Board of Directors as well as a former member and past president of the Mattoon YMCA Board of Directors and Sarah Bush Lincoln Health Center Foundation.
