PALMYRA - The resignation of former Palmyra Area High School principal Kelly Harbaugh was accepted by the school board Thursday night, prompting a review of some administrative shuffling that was to have included the 20-year district employee's promotion to assistant superintendent.
Superintendent Larry Schmidt said Harbaugh submitted her resignation May 21 for unspecified reasons, effective June 30.

Harbaugh did not return telephone calls Thursday.
The school board had voted April 10 to promote her to assistant superintendent for administrative services, effective July 1, pending approval of a three-year contract.
The contract was never finalized, Schmidt said, and on July 1 Harbaugh was replaced by David Jones as high school principal.

"Kelly was outstanding in what she did inside these walls.

Harbaugh had been principal since 1999, and last year became director of secondary education. Before that, she had been an assistant principal, dean of students and middle and high school Spanish teacher.
The school board did approve a three-year contract with the other administrator it had announced it was promoting along with Harbaugh.

The district probably will not fill the other new assistant superintendent job, which Harbaugh was to have taken, and may instead hire a director of human relations to handle some administrative duties, Schmidt said.
