    Victor Han, an architect with Land Planning and Engineering Consultants, the Mariners Harbor firm petitioning on behalf of Newbridge, argued the variance to extend the business would alleviate the parking problems.

    "Not applying for the variance will not make the cars on the street go away or the auto repair shop go away," Han said."I can guarantee that some of the cars parked on the street will go away if the variance is granted."

    At least two residents last night agreed with Han, but they were clearly in the minority.Homeowners went so far as to charge that Newbridge is selling cars illegally because the company is not in a C8 jurisdiction.But Han retorted that Newbridge was permitted to sell cars because it is "an accessory use" to the shop's "primary use."

    Victor Han, an architect with Land Planning and Engineering Consultants, Mariners Harbor, presented the plans last night before the Land Use Committee of Community Board 2.

    The meeting drew at least a dozen area residents to the grounds of Sea View Rehabilitation Center and Home, who were concerned with overflow parking and noise stemming from the construction of the 7,326-square-foot restaurant.

    Han said the bank's three drive-through lanes will be able to accommodate 11 cars before any begin to spill out onto Richmond Avenue.The parking lot will hold 152 cars, twice the legal requirement, he said.

    No construction start date was named.

    Boulder Creek Steakhouse is joining the growing list of franchises scheduled to open in the borough.The owners of the Island's three Perkins Family Restaurant and Bakery franchises, announced plans this week to open three Damon's Grill restaurants here.

    Also approved was a request by the owners of Tysen's Park Shopping Center in New Dorp to increase the current number of parking spaces by 46, to a total of 700 spots.

    "If anybody knows the area, between 4 and 7 p.m., it's mayhem, and now you want to add 60 more automobiles," said Getz Avenue resident John Livia to Victor Han, an architect with Land Planning and Engineering Consultants, Mariners Harbor.

    Han presented the proposals -- which include a 60-car parking lot -- to the board's Land Use Committee in its Rossville offices and asked for an amendment to establish a C2-2 commercial district within an R3-2 residential area.The committee unanimously approved the amendment despite the vocal opposition of about eight residents.

    Potential tenants include a fast-food restaurant, a bagel shop or a pizzeria, according to Han.Entrances and exits for customers and delivery truck drivers would be placed along 60-foot-wide Getz and Ridgewood avenues, he said.

    Residents who recently moved into new houses in the area said there is already too much traffic stemming from the adjacent Greenridge Shopping Plaza and the Atrium Cinemas complex.

    With its unanimous approval of the plans, the committee asked Han to amend the designs to include plantings and a masonry wall behind the stores and to explore locking the complex after hours.

    During the public-contact session of the meeting, another eight South Shore residents repeated their fears and complaints regarding the proposed Bricktown Centre, a shopping complex anchored by big-box retailers like Target, Home Depot and possibly Kohl's.

    In order to appease the community, the Blumenfeld Development Group agreed to downsize their plans to build on the site on Veterans Road West near the Outerbridge Crossing from 67 to 42 acres, leaving the remaining space for ballfields, senior housing, parkland and possibly a future school.
