Speaking at the inauguration ceremony, Lt-Gen Le Van Han and Lao Minister Somphan Phenghammi said that the statue showed the militant solidarity and the distinguished service rendered by the Lao armymen and Vietnamese volunteers in the struggles against foreign aggressors for national liberation.
Lao Minister S. Phenghammi stressed that the party, government and people of Laos are deeply grateful to the families of Vietnamese war martyrs and volunteer soldiers who had shed their blood for the Lao national liberation.
Present at the function were Somphan Phenghammi, Lao Minister of Labour and Social Welfare ; Lt-Gen Khamphouang Chanthaphomma, member of the Lao People's Revolutionary Party, director of the General Political Department of the Laos People's Army and head of the Lao Government's Special Working Department and a number of the provincial leading officials and local people.
Present at the ceremony were also a delegation of the Vietnamese Government's Special Working Department (VGSWD) led by Lt-Gen Le Van Han, vice-director of the General Political Department of the Vietnam People's Army and deputy head of the VGSWD Permanent Committee, and a number of the Vietnamese embassy staff in Laos.

The Vietnamese delegation to the session was headed by Lt-Gen Le Van Han, deputy director of the General Politics Department of the Vietnam People's Army and permanent deputy chairman of the Government Special Working Committee. The Lao delegation was headed by Lt-Gen Khamphuong Chanthaphama, member of the Lao People's Revolutionary Party Central Committee, director of the General Politics Department of the Lao People's Army and first deputy chairman of the Government Special Working Committee.
They discussed the coordination of the repatriation, which has been going on for the last two years, of the remains of Vietnamese volunteer soldiers who died in the struggle for the liberation of Laos. They highlighted the positive, close and effective coordination between the two governments' special working committees, military zones, Vietnam's remains collection groups and the Lao local people. Minutes of the session were signed by the Vietnamese and Lao head delegates later that day.
