Garry Hammond, president of the Family Guidance Center for Behavioral Health Care in St. Joseph, said a facility in Cameron had to be closed because of the cuts.Hours at a clinic in Maryville have also been scaled back.
The center typically received between $170,000 and $200,000 in family planning money from the state although federal money is still available.
"It will reduce access for poverty-level women who need contraceptive care plus basic health screening," Hammond said.
Family planning programs have often been tied to the battle between anti-abortion lawmakers and Planned Parenthood, the state's largest abortion provider.

Hammond, whose center serves about 5,000 people a year, said that battle has affected clinics that do not provide abortions.
"Unfortunately, women who need family planning services are caught in the crossfire between some legislators and Planned Parenthood over the abortion issue," Hammond said.
