Mr. Benny Hamilton gave a brief history of the KRADD Aging Program Computer software requirements noting several problems with the current software program and not being compatible with the State software system. Mr. Hamilton explained that KRADD does need to purchase a new software program that is compatible with the State software program. Mr. Hamilton explained that KRADD is proposing to buy out of the current software program and purchase the new software. With the new program senior centers would have to purchase site license as well as purchase upgrades each. Most senior centers are in favor of this. Mr. Hamilton explained that the total expenditure for the new software program is approximately $33,000 with the ADD paying $18,000 or slightly more after passing the cost of the individual licenses and training on to the senior centers.

Benny Hamilton of KRADD talked with the council about funding.He related that the $100,000 in emergency funds the city applied for has been approved, with a string attached.None of the money can be used on the project where any work was done previously, which eliminates using those funds on the vocational school well.

Hamilton also discussed borrowing money from Rural Development, which the city could take 30 or 40 years to repay."Before I start any in-depth paperwork, I wanted to get your input," Hamilton told the council.

Hamilton said he expected construction to be complete at Carr Creek by December 2008, then it will take a little more time to work out bugs and get everything on line.He added that turning down a grant could possibly cause some problems later.

Hamilton recommended applying for the full amount of grants and if there are problems, there would be a period when the city could still back out.

Hamilton said with federal funds, payment for the easements would be limited to an appraised amount.
