One of the recent critics, Supreme Administrative Court President Pekka Hallberg, has said that a majority government that has been in power for a long time should be capable of more perseverance in its legislative work.Kari Häkämies feels that to achieve this, sufficient time should be devoted to the drafting of the legislative proposals. "Naturally every Government wants to get the bills it initiated passed into law during its own term in office", he says. "However, if the laws need to be passed quickly, the government must understand that they cannot be completely fine-tuned."
Häkämies feels that better planning is the best way to achieve a more consistent quality of legislative preparation. "It would be a good thing to specifically agree already in the Government formation talks on what legislation needs to be passed, and what the timetable should be." Häkämies also recommends that in cases where ideas emerge spontaneously, consideration should be given to whether or not new legislation is really necessary.
